In the story
He slips into Brainrot Country disguised as a human to reach the lake. When the Spendens interrupt him, he recruits Hai Girl and turns his attention to Raksha.
Before the last lake
The Unstable dimension taught Shadow that every safe place has a weakness. Rather than build anything of his own, he became obsessed with taking what other worlds could not afford to lose. Draining the water was only the first move; he believes turning a team against itself may be even more effective.
What stands out
Scheming, deceptive, and dangerous.
